Stafford County Sales Tax Referendum: What to Know

What Stafford voters should know about the November 3, 2026, ballot question and school funding.

October 22, 2026

Stafford County voters will have an important decision to consider this November: whether to approve an additional 1% sales and use tax to help fund school construction, renovations, and other major school improvements.

How the question will show up on the Ballot:

Shall Stafford County, Virginia, levy a local retail sales tax not to exceed one percent (1%) to provide revenue that can only be used for construction of new schools or major renovation of schools serving Stafford County, with such tax ending (1) upon repayment of any bonds or loans issued for the projects, or (2) if the projects are not funded by bonds or loans, on June 30, 2046?

If you’re wondering what this proposed tax would mean for your family, how the money would be used, or when it could take effect, we’re breaking down the details to help you understand the referendum before heading to the polls.

Here’s what Stafford residents need to know about the proposal and how it could help fund the county’s school facility needs.

When Would the Tax Take Effect?

The general election will be held on November 3, 2026. If voters approve the referendum, it would authorize Stafford County to pursue the additional 1% sales and use tax, but the tax would not take effect immediately.

The county would still need to hold a public hearing and adopt an ordinance before the tax could be implemented.

How Would the Money Be Used?

Under Virginia law, all revenue generated by the additional tax would be dedicated to eligible public school capital projects, including:

  • New school construction
  • School renovations
  • Major school facility improvements

The money could not be used for everyday school operating expenses, such as employee salaries and benefits, instructional materials, routine supplies, or general school programs.

How Much Revenue Could the Tax Generate?

The proposed additional 1% sales and use tax could generate approximately $13 million annually, with the potential for more depending on taxable sales in Stafford County.

One potential benefit is that the tax would be paid by anyone making eligible taxable purchases in the county, including visitors and commuters who do not live in Stafford. This would provide another source of funding for school construction and improvements instead of relying solely on local property owners.

What Purchases Would Be Taxed?

If implemented, the additional 1% tax would apply to eligible taxable purchases in Stafford County. These could include clothing, electronics, furniture, restaurant purchases, certain leased or rented items, some short-term lodging, and other qualifying retail purchases.

Not every purchase is subject to sales tax. Virginia's sales and use tax laws determine which goods and services are taxable and which are exempt.
